Extremely cold tolerant plants are usually furry (and dwarfed) because fur helps trap a warmer layer of air next to the plant. Therefore I want my pepper plants to be furry so that they can handle one or two degrees more of cold than they could otherwise.

Black cobra/goats weed pepper is furry but it has the downside of taking a long time to ripen fruit.
Red lunchbox pepper was the earliest to ripen in my garden this year so next season I am going to cross it with red black cobra in order to eventually get furry early peppers

The other main limitation on peppers here is soil temperature so if anyone knows of a variety of pepper that has roots that do well in cold soil I would like to use it.

Would it be worth you trying to warm the soil by laying black plastic down and planting through holes cut into it to help warm the soil

Yes that would help a lot. I can also grow them in pots for a similar soil warming effect
